The Challenge
Years of conflict had weakened Yemen's economic and financial institutions while reconstruction requirements were growing.
A longer-term approach was needed to connect reconstruction with financial-sector development and broader economic recovery.
Our Approach
The framework brought together the Saudi Development and Reconstruction Program, Yemeni government institutions, international partners and technology partners around a proposed development pathway.
It envisaged analytical and strategic outputs including:

- Economic-Development Impact Assessment
- Yemen Financial Development Outlook 2030
Our Perspective
The work treated financial-sector recovery as an integral component of reconstruction — connecting institutions, finance, technology, private investment and economic development rather than viewing reconstruction only through physical infrastructure.
